This image is exemplifying respect towards the fallen soldiers. The man to the right is standing by noticing there is a cross with the french flag, and he takes his hat off out of respect to show that he is grateful for the lives sacrificed for his own. The image is being displayed to political leaders out of remeberance of what happened during World War I, and just because World War I passed, doesn't mean that people don't respect nor empathize what happened. The affect of this propaganda affects how people continue with their daily lives due to the remembrance and burial of french and citizen soldiers.
